Academic Programs that are offered in the new extension at Hargeisa include:
Teacher
Training
The development of the education sector in Somaliland was constrained by the lack of qualified
teachers, few female teachers, unstructured long-term in-service training, few opportunities for further training of
teachers, lack of standardized teacher training curriculum. Therefore, The Somaliland Ministry of Education with the support
of the European Union recognized the need for a more balanced education sector designed to respond to the needs of the country
in view of the growth of primary education opportunities in Somaliland. The overall objective of the teacher training program
is to offer “Participants from all age groups, in particular children and young adults, take active advantage of
structured education quality program according to their talents and needs of equal chances”. At the end of the program,
the trained teachers will apply “Enhanced professional teaching skills and knowledge to the class rooms of Somaliland
public schools”. The program is funded by the European Union and it
will continue for 5-7 years.
The Gollis College teacher training program has two
main target groups, untrained serving teachers and new entrants to the teaching profession, particularly women, for whom the
college offers a reformed teacher education program, which brings together both in-service and pre-service training into a
combined approach. This unified program, comprising school-based training with
a short college-based component, will maximize supervised teaching experience whilst increasing the number of teachers being
trained in the existing system. The curriculum provides balance between the acquisition of child-centered, participatory teaching
skills and teaching subject content.
The program is aimed also to support the achievement of both the EC overall long-term objective for Somaliland,
“to contribute to the alleviation of poverty and to the promotion of a more peaceful,
equitable and democratic society”, and the intervention objective “to
support sustainable improvement of the livelihood of the Somaliland society … and their improved access to basic public
and social services as well as the establishment of good governance”. The
link between the alleviation of poverty and greater access to education opportunities has been well established through various
pieces of research.
The particular link between poverty reduction and the provision of greater education opportunities for girls,
which underpins EU development policy, is referred to in EC-Somalia Guidelines “…basic
education and preferential access for girls as key components of poverty reduction.”
Thus, the teacher training program will contribute to poverty reduction in Somaliland by improving the quality of basic
education and promoting greater access, in particular for girls, by creating role models through increased female participation
in the teaching profession. The action will also contribute to good governance
by strengthening policy in the area of teacher education and developing the capacity of the Ministry of Education (MOE) to
manage teacher education effectively.
Criminal Justice & Police Science
The goal of the Criminal Justice and Police science Program is to meet the needs of the citizens of the Republic of
Somaliland and their law enforcement agencies. The program is designed to better assist law enforcement officers
in the performance of their duties. Our curriculum provides students with opportunities to learn about the theoretical underpinnings
of law enforcement and modern applications of policing in Somaliland bench marked against those in the developed world. Exposure is given in the areas of general law enforcement, investigations, community relations,
ethics, corrections, and legal aspects. The objectives of the selected courses are to foster the development of students
who are able to understand and discuss, with a critical thinking application, the following:
- historical, legal and ethical foundations of police organization and administration
- Major components of the criminal justice process
Courses are taught by full time
local faculty and guidance is given to the student by this faculty

At the Main Campus, the progress is as follows:
The project is located 13 km. North
of Hargeisa, the capital of Somaliland.
The Republic of Somaliland is situated in the Horn of Africa with boundaries defined by the Gulf of Aden
in the north, Somalia in the east, Ethiopia in the south and
the west, and the Republic of Djibouti in the Northwest.
Please
see location for geographical location of Somaliland. With a population of approximately 800,000, Hargeisa lies on hills, valleys, and
on a set of mountains situated on the south & north of the city.
Hargeisa
have traditionally been a center of trade, administration, and education. In August 1999, an application for land for the
project was submitted to the Local government of Hargeisa City. Many Central Government Ministries including the Ministry of Education,
Ministry of Interior, and the Ministry of Resettlement, Rehabilitation & Reconstruction became inspired with the proposal
and provided an encouraging input into the request for land. Finally a beautiful sufficient land of approximately 1km sq.
was donated to the Gollis College project by the government of Somaliland.
The Ethiopian
refugees who lived in this site had built about 200.00 one meter high and a perimeter of 11 meters long walls for their tents.
The walls were made of mud and stone. The land was cleared from all these small walls and other dirt by hiring a bulldozer
and the main water line was connected and water tank support foundations were built. The project preliminary costs included
needs assessment, travel, fundraising expenses, books, computer, printer, and miscellaneous expenses which reached US $10,
930.00 in the early days of project initiation.
